previously submitted app using xcode 7.3 fail "itunes store operation failed" error xcode 7.3 past 10 days.enter image description here

we made build xcode 7.3 , uploaded using application loader 3.0 got "missing beta entitlement" , build not available testing. enter image description here

i had similar problem too, seems xcode 7 build can sent using application loader of xcode 8.
suggestion build app using xcode 7 export app store build , upload using application loader of xcode 8.
application loader inside xcode menu->open developer tool
